This is a new with tags vintage Gymboree dress from the 2011 Cape Cod Cutie collection in kid girls sizes. This bright taffy pink polyester/rayon knit sleeveless dress has ruffled straps and a ruffled front skirt.  There is a white shell design embroidered on the bodice.
 
Caution:  The pink color of this dress has a tendency to rub off on neighboring clothing items.
